非物质文化遗产是人类的宝贵财富,具有极大的经济价值和文化价值。然而,随着整个人类社会的日益现代化,非物质文化遗产的保护和传承遭遇严重的挑战。蔚县剪纸作为一项世界级非物质文化遗产,就面临着剪纸人才青黄不接、知识产权保护不足、仿冒盗版行为猖獗等诸多现实困境。我们必须充分重视这些困难和问题,采取积极措施:完善传承人申报制度,加大政府财政支持;完善立法,加强知识产权保护;加强政府引导和社会监督;开展剪纸文化教育,增强非遗保护意识。

Intangible cultural heritage is a valuable asset of mankind, with great economic value and cultural value. However, with the increasing modernization of the whole society, the protection and inheritance of the intangible cultural heritage has suffered serious challenges. As a world-class intangible cultural heritage, Yuxian paper-cutting is faced with many practical difficulties, such as lack of paper-cutting talents, insufficient physical property protection, and rampant piracy. We must pay full attention to these difficulties and problems and take proactive measures, such as improving the declaration system of inheritors; increasing government financial support;improving legislation, strengthening intellectual property protection, government guidance, and social supervision; carrying out paper-cutting culture education; and promoting awareness of protecting intangible cultural heritage.
