国际纺织品有害物质限制要求的变化

Updates of the restricted substance requirements in international laws,regulations and standards for textiles

介绍了欧盟REACH法规、美国加州65法案、美国服装鞋类协会的"限用物质清单"和欧洲Standard100 by Oeko-Tex等法规和标准对纺织品有害物质限制要求的更新变化,指出邻苯二甲酸酯、APEO、全氟化合物、多环芳烃、溴代阻燃剂等物质的禁限用要求已逐步纳入法规,有害物质的限制种类、适用范围和含量发生了一些变化,法规与标准的要求既有相同又有差异。欧盟正酝酿以法规形式出台范围较宽的"限制物质清单"。

REACH regulation of EU, California proposition 65 and the RSL of American Apparel and Foot- wear Association as well as Standard 100 by Oeko-Tex in Europe, all keep constant update for restrictions on hazardous substances in textiles. The requirements for prohibited and restricted substances, such as phthalates, APEO, perfluorinated compounds, polycyclic aromatic hydrocarbons, brominated flame retardants have been gradually covered by official laws and regulations. Some changes happens recently in terms of varieties, scopes and limited values of hazardous substances. And the requirements of regulations, industrial and civil standards have both similarities and discrepancies. The European Union is planning to release restricted substances list in wide range in the form of regulations of REACH.
