海南岛周边泻湖资源保护与可持续利用研究探讨

Studies on Protection and Sustainable Utilization of lagoon Resource Around Hainan Island

基于海南岛泻湖分布众多、泻湖资源丰富,目前大部分泻湖处于退化状态,且未见有相关文献对海南岛泻湖资源进行详细系统的介绍与总结,本文通过对海南东寨港、东水港、花场湾、清澜港、小海、老爷海、博鳌泻湖、三亚河、青梅港、黎安港、新村港、铁炉港及新英湾等泻湖的地理分布、面积、资源类型等方面进行描述,从人类活动、陆源污染、海洋工程及自然演变等因素对泻湖的影响进行了分析,阐述了泻湖目前所面临的威胁及破坏,提出了对泻湖进行整治规划、持续开发利用、加强法制监督及提高民众泻湖资源保护意识等方面的保护与可持续利用建议,为海南岛泻湖资源的保护与可持续利用提供基础数据与理论参考。

Lagoon resource around Hainan Island is rich and the distribution of its lagoons was wide. Unfortunately, most of the lagoons are degrading at present, and the literatures focusing on this issue are less available. In this paper, we described current scenario of threating and destructing faced by la- goons in Dongzai Port, Dongshui Port, Huachang Bay, Qinglan Port, Xiaohai Sea, Laoye Sea, Boao Lagoon, Saya river, Qingmei Port, Lian Port, Xincun Lagoon, Tielu Port and Xinying Port in terms of geographical distribution, size of areas and type of resources. We tried to make proposals for and sug- gestions to the protection and sustainable utilization of these lagoons. Our proposal and suggestions in- cluded regulation establishment, sustainable development and utilization, strengthening legal supervi- sion and protection consciousness improvement. These proposals and suggestions may come into being by analyzing the influencing factors associating with human activity, terrestrial pollution, ocean engi- neering and natural evolution. Our trials will provide basic data and a theoretical reference for the pro- tection and sustainable utilization of lagoon resource around Hainan Island.
