The Function Construction and Ability Improvement of Library Think Tank Under the Framework of “Information-Knowledge-Intelligence”

[目的 /意义]厘清图书馆智库职能构成,探索图书馆智库能力提升策略,为当前图书馆智库建设提供参考。[方法 /过程]基于"信息-知识-智能"一体化理论,结合实践调研,界定图书馆智库内涵,提出图书馆的智库职能的内容和结构,探讨智库职能执行部门的管理与协同运作。从信息层、知识层、智能层、综合层4个层面给出图书馆提升智库能力的策略。[结果/结论]通过图书馆智库建设,可以促进图书馆由"信息的集散地"向"智慧的发源地"转化,为政府、企业及相关机构的战略决策提供智力支持。

[ Purpose/significance] This paper is aimed at clarifying the functional structure of library think tank, exploring itsability improvementstrategy as well as providing some reference for its construction. [ Method/process ] Based on the theory of ＂Information-Knowledge-Intelligent＂ and practical investigation, the connotation are defined, the content and structure of library think tank function are put forward,, the management and cooperative operation of the ex- ecutive departments are discussed and the ability improvement strategy is put forward from the levels of information, knowledge, intelligence, integration. ~ Result/conclusion] The construction of library think tank can not only promote the transformation of library from ＂Information Center＂ to ＂Intelligence Home＂, but also provide intellectual support for strate- gic decisions for government, business and related organizations.
