共享经济的发展与政策推进——以杭州市为例

The Development and Policy Promotion of Sharing Economy——A Case Study of Hangzhou

作为一种新的产业领域和经济形态,共享经济的运行和发展正在日益引起人们的关注。各地政府也在积极推进这一导向的经济发展,并制订了一系列的相关政策。这些政策的制订需要应对共享经济发展的关键问题,包括利益协调、平台建设、技术条件的完善、创新激励以及公共服务的匹配等要点。杭州市政府在推动共享经济的发展与运行方面进行了有益的实践探索,提供了一些可资借鉴的经验。本文结合这些经验对共享经济发展的一些关键问题展开讨论,为共享经济的有序发展提出了一些政策建议。

As a new kind of industrial field and economic form, the operation and development of sharing economy is giving rise to people's attention increasingly. Local governments are also propelling the development of this economic orientation actively, and formulating a series of relevant policies as well. The formulation of these policies needs to answer the key questions of the development of sharing economy,which include the coordination of interest, the construction of platform, the completion of technical condition, the incentive for innovation, and the matching of public service. Here, Hangzhou government has done some beneficial practical explorations in propelling the development and operation of sharing economy,which provides some usable experiences. Combining with these experiences, this paper does discussions on the key questions of the development of sharing economy. It retrospects the current situation, experiences,current existing problems of the development of sharing economy in Hangzhou, conducts a theoretical discussion, and provides some policy advises for the orderly development of sharing economy.
