试议扩大中等收入群体的全球行动

Global Action to Expand Middle-Income Groups

全球扩大中等收入群体的目的是在经济全球化促进各国经济互通有无并共同持续发展的基础上,让更多的劳动者及其赡养人口进入中等收入群体,共享本国以及全球经济发展的成果,其意义重大。发达国家和发展中国家的"扩中"任务、侧重点各不相同。中国扩大中等收入群体对全球"扩中"具有积极影响,中国的改革开放和"一带一路"建设有利于促进全球"扩中"。扩大中等收入群体的全球行动需要各国联手协同推进:一是各国要树立"协同联动扩中"的理念;二是要明确全球"扩中"的思路;三是要梳理"扩中"的主要措施;四是联合国应在全球"扩中"行动中发挥积极作用。

The purpose of expanding middle-income groups globally is to enable more workers and the population they feed to be included in the middle-income groups and,thanks to the supplementary and sustainable development of economies that are promoted by economic globalization,to enjoy the fruits of domestic and global economic development.This is of great significance,even though the missions and focuses are different for developed countries and developing countries.China＇s expanding of its middle-income groups will have positive impacts upon the world＇s similar endeavors in three different ways.Its reform and opening up and the Belt and Road initiative will benefit the world＇s efforts to expand middle-income groups.The global efforts to expand the middle-income groups should require the coordination of all the countries in the world.First,all the nations should establish this belief to coordinate in the practice to expand middle-income groups;second,all the nations should have a clear guideline for this joint effort;third,all the nations should specify on their major measures;fourth,the United Nations should play a positive role in expanding globally the middle-income groups.
