地方政府对公共物品需求回应性考察

Investigation on the responsiveness of local government to the demanding for public goods

在财政分权的视角下考察了城镇化进程中地方政府是否有效地回应了居民对公共物品的需求。结果显示:除社会保障和就业以外,地方政府很好地响应了居民对公共物品的需求,不存在严重的供需失衡现象;社会保障和就业存在供需不匹配的现象,地方政府的供给落后于居民的需求,表明当前城镇化进程中地方政府仍然存在职能履行缺位的问题。据此就地方政府进一步优化财政支出结构,推动"以人为本"的新型城镇化建设提出了相应的建议。

From the perspective of fiscal decentralization, this essay examines whether the local government responds effectively to the residents＇ demand for public goods during urbanization. The results show that： Except social security and employment, local government responds well to the demand for public goods, and there is no serious imbalance between supply and demand ; The supply and demand of social security and employment do not match, and the supply of local government lags behind the demand of residents, indicating that there is still a lack of performance of functions for local government in the process of urbanization. Thereby, the local government should further optimize the structure of fiscal expenditure and promote ＂ people - oriented＂ new urbanization.
