By the end of 2016, the number of netizens in China had reached 731 million, and the Internet penetration rate in China had reached 53.2%, and the number of mobile netizens had reached 695 million. Internet service and applications of all -kinds maintain high-speed growth; the huge number of users accelerates the development of the digital culture industry The digital cultural industry has reached a fairly large scale, and it plays an important role in cultural consumption. However, this industry is highly innovative, and products, services and modes emerge one after another in a very fast manner. Therefore, we could not arrive at a clear definition of this industr3, be it official or unofficial. Such lack of clarification is changed in December, 2016, when the digital creative industry was incorporated into the 13th Five-Year Plan for the Development oF Strategic Emerging Industries. The Ministry of Culture, in line with the tasks assigned to it, undertakes work in this area. In the 2017 national work meeting on the cultural industry, the Ministry of Culture issued the Guidance of the Ministry of Culture on Promoting the Innovative Development of the Digital Cultrual Industry.
