摘要
黑龙江省在实施了两轮学前教育三年行动计划后,学前教育的发展取得了一定的成绩,但相比于全国其他省份尤其是发达省份,黑龙江省学前教育发展仍存在一定的问题。如,学前教育普及率不高;内涵建设较薄弱;民办幼儿园发展缺少有力扶持;教师职称编制问题仍未解决;信息化程度不高。针对以上问题,提出制定新一期学前教育三年行动计划的建议:政府明确责任;鼓励社会力量参与;在严格教师准入基础上提高教师待遇;采用第三方评估考量发展成效;加快信息化资源建设。
After the implementation of two rounds of Three-year Plan of Preschool Education in Heilongjiang Province, preschool education has realized some achievements, but compared with other provinces, especially the developed provinces, there still exist certain problems in preschool education development in Heilongjiang Province, such as low rate of preschool education popularization, weak connotation construction, lack of support for privately-run kindergartens, unsettled teachers' professional title and status as administrative staff and low information degree. To solve these problems, proposals are put forward: clear government responsibility ; encourage the involvement of social forces ; improve teachers' pay while tightening admission; develop efficiency according to the third-party evaluation results and accelerate the construction of information resources.
