区域一体化与资源型地区转型升级——一个新新经济地理的分析框架

Regional Integration and the Transformation and Upgrading of Resource-based Regions—An Analytical Framework of a New New-economic Geography

资源型地区转型发展是当前我国区域发展中的热点问题之一。通过构建一个两部门、三区域的新新经济地理模型,设定了联系资源地-加工地的联合生产成本,以及联系加工地-消费地的商品贸易成本,重点研究这两个成本对资源型地区转型发展的影响。在理论模型中发现,降低联合生产成本,将抑制资源型地区转型升级;降低商品贸易成本,将推动资源型地区转型升级。同时,资源开采部门生产率下降将产生两方面的福利影响,一是直接导致本地工资下降,二是将导致产业结构升级,从而推动本地工资上升。使用现实数据进行了校验后发现,结构升级将给资源型地区带来正向收益,陕西取得的收益最大,山西次之,新疆最低;区域一体化对陕西的影响要大于山西,而新疆由于融入全国整体市场的相对滞后,对区域一体化基本不敏感。

The transformation and upgrading of resource - based region is a hot issue of China＇ s regional development. By constructing a new new - economic geography model with two sectors and three regions, and joint production cost connecting resource places and manufacturing places is set up, as well as commodity trade cost connecting manufacturing places and consumption places. The emphasis is put on the influence of the two costs on the transformation development of resource - based regions. From the theoretical model, the authors find out that reducing the cost of joint production will restrict the transformation and upgrading of resource - based regions ; reducing commodity trade cost will promote the transformation and upgrading of the regions. The decrease of the productivity in resource exploitation sectors will have two effects： decreasing the local salary directly and industrial upgrading which increases local salary. Verification is made by using real data and the result shows that structural upgrading will bring positive benefits to resource -based regions. Shaanxi plays the leading role in getting the benefits, followed by Shanxi and Xinjiang Regional integration has more influence on Shaanxi than Shanxi, but the influence on Xinjiang is basically insensitive due to the relatively slow participation of the region into the national market.
