管仲的社会救助思想及其现代意义

管仲的社会救助思想以民本主义为思想基础。为了实现社会救助反贫困的目标,管仲提出君主应有"六兴之德",行"九惠之教"。另外,管仲重新规划行政区域、重视和发展农业、要求君主对民财取之有度、辩证地对待节俭与奢侈之间的关系等治国措施,也与社会救助关联在一起,形成了一种宏观的社会救助策略。管仲要求社会救助实现专职化、法制化、社会化,在一定程度上符合现代社会救助制度发展的特征和方向。

Social assistance idea in Guan Zhong＇s thought is rooted on his people-oriented ideology.In order to achieve the anti-poverty goal through application of the social assistance policy,Guan Zhong proposes＂Liu Xing Zhi De＂（six approaches toward prosperity）and＂Jiu Hui Zhi Jiao＂（nine productive strategies for social assistance）.In addition,Guan Zhong has developed a broader view in implementing social assistance.He has weaved his social assistance agenda into other governing methodologies by remapping the administrative regions,emphasizing the agricultural development,reassuring the monarch of reasoned taxation,dialectically utilizing the relationship between frugality and luxury,and so forth.In the case of social assistance,Guan Zhong＇s demand for professionalization,legalization and socialization definitely rings familiar in the modern social assistance system.
