Conflict and Coordination between Environmental Protection and International Investment System in Global Governance

随着全球治理的格局发生变化,以中国为代表的新兴国家在全球治理事务中正在发挥越来越重要的作用。环境问题是需要各国共同协作全球治理的重要领域。在国际投资与环境保护的关系问题上,应在保护外国投资者利益与保护东道国公共环境利益之间实现平衡。中国应顺应国际社会可持续发展的投资政策趋势,在全球治理体制发生重要变革的背景下,积极参与、推动和引领国际投资新规则的制定,实现国际投资体制中国家和投资者权利的平衡。

The pattern of global governance is Changing,Emerging countries,represented by China,are playing an increasingly important role in global governance.Environmental issues are important areas where countries need to work together for global governance.On the relationship between international investment and environmental protection,we should strike a balance between protecting the interests of foreign investors and protecting the public environmental interests of the host country.China should follow the trend of investment policy of sustainable development of the international community and actively participate in,promote and lead the development of new international investment rules in the context of the important changes in the global governance system and realize the balance between the rights of the state and investors in the international investment system.
