国家创新能力影响因素分析——基于GII面板数据 被引量:1

摘要 进入21世纪以来,中国一直致力于建设创新型国家,并提出国家创新驱动发展战略,依靠科技创新提升国家的综合国力和核心竞争力。在系统梳理国家创新能力研究文献的基础上,依托GII(global innovation index report)报告国家创新能力评价体系,从创新投入和产出2方面构建国家创新能力体系,并运用Eviews软件对国家创新产出的知识与技能产出和创造性产出分别构建固定效应模型,检验7个创新投入指标对2种不同创新产出的关系。同时,从实际出发对中国近几年创新投入指标数据分析,并对中、美、日、韩4国进行对比性研究,揭示出中国在创新能力提升方面面临的主要问题,并为提升国家创新能力构建创新型国家提出对策建议。 In the 21th Century, China has been committed to building an innovative country, and put forward the national innovation-driven development strategy, relying on scientific and technological innovation to enhance the country's comprehensive national power and core competence. On the basis of the GII report ( Global Innovation In- dex Report) evaluation system of national innovation ability, this paper constructs the National Innovation System from the angles of innovation input and innovation output. The paper uses the Eviews software to construct the fixed- effect model of the knowledge & technology outputs and the creative outputs respectively, then examine the relation- ship between 7 innovation inputs and innovation outputs, and has drawn some valuable conclusions. Further from the reality, through the analysis of the index data of innovation investment in China in recent years, and paper com- pares it with the United States, South Korea and Japan, the results show that the main problems of China in the promotion of innovative ability. Finally, the paper puts forward the countermeasures and suggestions on enhancing national innovation ability and constructing innovative country.
