退休权是宪法明确的基本权利,延迟退休与退休权的关系十分密切,延迟退休政策制定的好坏直接影响到退休权的实现。作为基本权利的退休权有十分丰富的内涵,与相关权利有联系又有区别。实施延迟退休政策应当审慎,从保障退休权的角度出发,借鉴他国延迟退休的经验,采取渐进式和弹性退休制度;并以此契机,完善我国的退休制度,促进退休权得到合理保障。

The development of delayed retirement policy has a direct impact on the realization of retirement right. The right of retirement has a very rich connotation, and it is linked with and different from other rights. The implementation of the policy should be prudent from the perspective of protection of retirement rights, and we should learn from the experience of delayed retirement in other countries, adopting a progressive model and flexible retirement system, and consider the delayed retirement as an opportunity to perfect our country＇s retirement system and make the right of retirement get reasonable protection.
