集体行动视角下农村“一事一议”研究

Research on the "One Thing with One Discussion" from the Perspective of Collective Action

农村公共物品匮乏是当前乡村治理中的现实问题,也是阻碍农村建设的关键。当下,作为农村公共产品基本供给制度的"一事一议"制度难以真正发挥作用。文章通过运用集体行动这一理论工具,审视"一事一议"制度的缺陷,从而探索制度中存在的逻辑漏洞和逻辑错位,提出通过加强激励和依托村庄精英等解决问题的对策,以期促进"一事一议"制度的完善。

The lack of public goods in rural areas is a practical problem in the current rural governance,and is also the key reason of hindering rural construction. At present, as a basic supply system of rural public goods, the ＂one thing with one discussion＂ system is difficult to work. This article examines the defects of the system by using the theory of collective action so as to find the system＇s logical loopholes and logical dislocation. It puts forward some countermeasures to solve the problems by strengthening encouragement and relying on the village elites in order to promote the improvement of the system.
