澜沧江流域大农业安置和逐年补偿安置方式的SWOT分析

SWOT Analysis of Modern Agricultural Mode and Yearly Compensation Modefor Land Resettlementin Lancang River Basin

通过对云南澜沧江流域电站移民安置方式进行调研和综合研究,分析移民政策及云南澜沧江电站移民安置的成功经验和存在问题,以国家现行相关法律法规、政策规定为基础,以澜沧江流域梯级电站为例,基于SWOT模型对大农业安置和逐年补偿安置方式进行了分析。主要得出以下结论 :(1)移民问题涉及到政治、经济、社会、人口、资源、环境诸多因素;(2)移民安置方式选择时,必须考虑移民安置规划目标、移民环境容量与移民人力资源等因素;(3)作为1种新型的水电移民安置方式,逐年补偿安置方式在澜沧江流域应用优于大农业安置方式,是澜沧江流域电站移民安置方式的必然选择;(4)逐年补偿安置方式也存在一些弊端,政策体系还不够完善,操作中的困难还很多。

The investigationand comprehensive research on mode of residents＇resettlement were carried out to analyzethe immigration policy, the successful experience and the existing problems of resettlement in Yunnan LancangRiver Basin Hydropower Station. Based on relevant existing laws, regulations, and policy provisions of China, andtakingthe cascade hydropower stations in LancangRiver Basin as an example, this studyadopted SWOT model to analyze agricultural resettlement and the resettlement mode of annual compensation. The main conclusions are as following： （1） Immigration issuesinvolvedpolitical, economic, society, population, resources andenvironmentalfactors, etc; （2） When considering the methods of immigration resettlement, the planning objectives, environmental capacity and the human resources of migration must be taken into consideration; （3） As a new way ofhydropower resettlement, the resettlement mode of annual compensation in LancangRiver Basin was better than that of modern agricultural resettlement way, thusaninevitable choice; （4） The resettlement mode of annual compensation also had some disadvantages, the policy system had yet to be further improved and there were many difficulties in the operation.
