医疗保险制度问题简析及思考——以湖南省部分研究资料为例

A STUDY ON PERFECTING THE SYSTEM OF MEDICAL CARE INSURANCE OF HUNAN PROVINCE

医疗保险制度是国家为解决农村人口看病难、看病贵问题而出台的一项惠农政策。自其试点以来,在一定程度上缓解了城乡居民医疗保障问题,但由于各方面的原因,该制度在实施和推广普及过程中困难重重。分析传统农村合作医疗制度逐渐被城乡居民制度取代的原因,阐述城乡居民制度的实施现状及存在问题,湖南省城乡居民制度从2003年试点以来取得了较大的成效,到2008年基本实现国务院覆盖全省的目标,但在实施过程中仍然存在许多问题,如宣传工作不到位、定点合作医疗机构医疗条件落后、筹资困难、城乡居民收益水平低等问题,并据此提出相应的对策,如加大宣传力度、改善合作医疗机构的医疗条件、加大政府补助,减轻城乡居民负担、加快相关的立法建设等措施,以达到逐渐完善湖南省城乡居民制度的目的。

The medical insurance system is a policy that the state has introduced in order to solve the problems of the rural population and the cost of the medical care.Since the pilot,in a certain extent,ease the problem of farmers’ medical security,but due to various reasons,the system in the process of implementation and popularization of the difficulties.This paper analyzed the traditional rural cooperative medical system was gradually replaced by the system of urban and rural residents,then expounded the implementation of the system of urban and rural residents of Hunan province,current situation and existing problems.The system of urban and rural residents achieved efficiencies in Hunan province since 2003 pilot,and it basic realized the state council in2008 to cover the province’s target.But some conditions restricted its implementation including fixed-point medical institutions of cooperation medical conditions,financing difficulties,lower farmers’ income level and so on.We accordingly put forward the corresponding countermeasures,such as strengthening propaganda,improving cooperative medical institutions of medical treatment,increasing government subsidies,lightening the burden on farmers,speeding the construction of relevant legislative and other measures,in order to gradually improve the system of urban and rural residents in Hunan province.
