海洋外交视野下的中印尼海上伙伴关系

On China-Indonesia Marine Cooperation Partnership

21世纪"海上丝绸之路"倡议是中国政府提出的旨在增进中国与沿线国家海上合作伙伴关系和促进沿线地区国家协调发展、共同发展的战略性倡议,发展海洋合作伙伴关系是落实21世纪"海上丝绸之路"的重要路径。印度尼西亚在合作共建21世纪"海上丝绸之路"中有着十分关键的地位,佐科政府也在不断强调落实"海上之路"计划和推进印尼的"海洋强国"战略。中印尼在"海洋强国"方面的战略耦合,可使两国在合作共建21世纪"海上丝绸之路"过程中积极合作。中印尼海上伙伴关系的建立与发展应是一个渐进发展的过程,这就要求中印尼两国在加强双方海上基础设施建设、海洋经济合作、海洋科技与海上安全合作的同时,也应尽快建立足以应对相关挑战的外交机制,进而为双方在21世纪"海上丝绸之路"建设中实现利益共享与互惠创造有利条件,确保中印尼海上伙伴关系建设的有序推进。

The 21^(st) Century Maritime Silk Road is a strategic initiative proposed by China government,which aims at promoting development of maritime partnership between China and other countries,and common development among countries alongside the road.Development of maritime partnership is a way to implement China's initiative.After China's initiative of 21^(st) Century Maritime Silk Road,Indonesian president Joko Widodo also put the maritime route strategy and pushed it actively.Linkage of maritime strategies between China and Indonesia is helpful to promote marine cooperation relationship between two sides in the process of the building of the 21^(st) Century Maritime Road.However,building maritime partnership still faces a lot of challenges.China and Indonesia should strengthen cooperation in marine infrastructure,marine economy,marine science and technology,meanwhile,they also need to establish diplomatic mechanism to create favorable conditions for achieving profit sharing and promoting China-Indonesia marine cooperation partnership in the 21^(st) Century Maritime Silk Road.
