The Problems, Principles and Measures of Environmental Governance in China

我国环境治理虽然取得了较大的成绩,但仍旧面临治理对象局限、治理主体非合作博弈、治理手段较为单一等问题,直接影响了生态文明建设目标的实现。我国环境治理应该在坚持综合治理、全员治理、防治结合、常态治理的原则下,从横向和纵向构建综合环境治理机制,完善环境发展规划与环境影响评价制度,促进生态技术的发展,并形成政府、市场、公众的协同治理格局。

Environmental governance in our country has made a great achievement, but it＇ s still facing many problems, such as the object limited, the subject resting on non-cooperative game and means relatively single. It produces poor influence to construct the ecological civilization. We should adhere to the principles of comprehensive control, overall management, as well as prevention and cure, norm management in environmental management. In practical terms, we need to build a comprehensive environmental governance mechanism from both vertical and horizontal, pay more attention to the plan of environmental development and environmental impact assessment. At last, it is necessary to promote the development of ecological technology and form the new setup of environmental governance about government, market and public.
