摘要
为了提高水库的管理水平,实施最严格的水资源管理制度,在水库管护研究中应用了3S和"互联网+"技术。采用无人机航空摄影测量技术,获得数字高程模型DEM和数字正射影像图DOM,以此划定水库管理和保护范围的边界,解译违法违章嫌疑区。结合卫星遥感图反演库区的水质,分析水质污染宏观分布和成因。基于Web GIS研发B/S模式的管理信息系统,使研究成果能直接为水政执法提供信息化管理服务。基于"互联网+"技术,采用手机微信公众号模式,开发动态监管系统,接受公众监督。研究成果为水库管护提供了廉价、高效、图形化、全覆盖、多手段的新型信息化监管技术,可以有效解决水库传统管理方法效率低、存在大量执法管理盲区的问题,从而实现科学高效的水库动态监管。
In order to enhance reservoir management level and implement the most stringent water resources management system,the 3S( RS,GIS and GPS) and "Internet plus"techniques are applied to the study made on the management and protection of reservoir. From which,the digital elevation model( DEM) and the digital orthophoto map( DOM) are obtained with the UAV( Unmanned Aerial Vehicle) photogrammetry technology,so as to demarcate the boundary of the reservoir management and protection area and interpret the zones on suspicion of illegal activities. The water quality of reservoir is inverted in combination with the satellite remote sensing image for analyzing the macro-distribution and causation of the pollution of water quality. Based on WebGIS,the B/S mode management information system is developed and then makes the study result become into an active content for providing the service of the informatized management to the water administration concerned. According to the"Internet plus"technique,the dynamic supervision system is developed with mode of We Chat public number for accepting the public supervision. The study provides a new type of informatized supervision technique for reservoir management and protection with the merits of low cost,high efficiency,wide coverage and multi-means,which can effectively solve the problems from the conventional management of reservoir,i. e. lower efficiency,large amount of management blind zones for the administration,etc.,thus realize the scientific and dynamic supervision of reservoir with high efficiency.
