The paper discusses the problems in the construction of trainer teams for training on the primary and secondary school teachers in Urumqi City, explains some notions concerned and analyzes the causes of the problems. The author proposes some measures to the problems as introducing competitive mechanism on training items, integrating training resources, defining the object of trainer team construction, strengthening cooperation with the primary and secondary schools, intensifying training on trainers and establishing evaluation system.
