基于“三规合一”的城市科技产业园规划——以株洲天易科技城为例

我国空间规划体系存在同一空间不同规划"打架"现象,给城市规划的实施、项目落地带来了诸多问题.国民经济和社会发展规划、总体规划、土地利用规划是我国空间规划体系问题中最为重要的3种规划,我国空间规划体系问题则主要体现在3种规划的矛盾上.通过对株洲市天易科技城规划实践进行问题分析与规划建议,逐步推进株洲市的"三规合一".

In the space planning system, there is a phenomenon of the same space with different fighting planning, which brings a lot of problems to the implementation of urban planning and project landing. The national economic and social development planning, overall planning, land use planning are the most important three kinds of planning in space planning system in China. The contradiction between the three kinds of planning is the concentrated reflection of the problem in space planning system in china. This paper analyzes and advises Zhuzhou Tianyi Science and technology city planning practice gradually promoting the integrating of three kinds of planning in one in Zhuzhou City.
