"十二五"煤炭深加工示范项目建设和运营期间,暴露出了项目立项论证不充分、工程建设管理经验不足、生产运行组织不到位、项目考核验收制度不完善等问题。本文通过对现有示范项目立项模式和产业政策进行分析,提出了在建立示范项目时引入招投标模式的可能性,举例分析了消费税政策对煤制油项目的影响,提出了政策性建议。
