国外高校知识产权运营模式对我国的借鉴研究

要实现知识产权的价值,必须依靠市场化的运营手段。高校在这一过程中承担着不可替代的作用。目前,我国高校知识产权运营机制尚未完善,存在知识产权质量良莠不齐,知识产权与市场脱节,知识产权运营人才缺乏,风险防控能力较弱等缺陷。英美等发达国家在高校知识产权运营方面形成了比较成熟的体系和经验,值得我国借鉴。我国应当通过建立知识产权运营基金,设立高等院校知识产权孵化企业,推进识产权的质押与股份化,建立知识产权信息交易与托管平台,增强科研人员的使命感等举措,提升知识产权运营能力。

The operation of intellectual property is the key to realize the value of intellectual property rights（ IPR）, and universi- ties play an irreplaceable role in the operation of IPR. At present, the operation mechanism of IPR in universities is still in progress in China, existing defects such as the uneven quality of IPR, the disconnection of intellectual property rights with market, the lack of tal- ents in IPR management and the weak ability of risk prevention and control. Meanwhile, Britain and other developed countries have formed a system and mature experience in the operation of IPR in universities, which are worth our reference. Therefore, our country should enhance the operation ability of IPR by establishing the special funds of IPR, establishing intellectual property operation incu- bator company in university, promoting the pledge guarantee security and demutualisation of IPR, establishing IPR information transaction and hosting platform, strengthen the mission and other initiatives of scientific researchers , etc.
