摘要
农民工的欠薪问题已成为当今社会的顽疾,且有愈演愈烈之势。政府通过全面整治用人单位行为、提升农民工维权意识、欠薪入刑等举措应对欠薪问题,然而治理效果却不容乐观。文章在分析政府社会治理策略的基础上,提出加强市场规范化建设,提升政府公信力,完善法规体系,利用第三方机构优势,构建农民工多元支持系统与欠薪问题长效预防机制,从而有效应对欠薪问题。
Wage arrears of migrant workers have become a social problem,and it tends to being increasingly serious.Despite measures taken by the government like comprehensively rectifying employers＇ behavior,enhancing migrant workers＇ awareness of rights,giving criminal punishment to wage arrears,the effect is not optimistic. Based on the analysis of the government strategy about its governance,some strategies are put forward including strengthening the standardization of the market,enhancing the credibility of the government,improving the legal system,exploring the third-party advantages,and building a multiply-supported system for migrant workers and a long-term prevention mechanism for arrears of wages,so as to effectively deal with the problem.
