中小海港口岸供船食品检疫监管的思考

目的提高中小海港口岸供船食品检疫监管的有效性,进一步保证供船食品卫生安全。方法通过对国内部分口岸供船食品监管的现状进行总结与分析,探索完善中小海港口岸现有监管模式的可行方法。结果在国家质检总局统一管理下,不少口岸在提高供船食品检疫监管的有效性方面都进行了大胆的探索和创新。结论中小海港口岸检验检疫机构可以通过对所辖外供服务单位建立规范并监督执行、抓好"索票索证"制度落实的关键控制点等措施完善现有监管体系,提高口岸供船食品监管有效性。

Objective to improve the supervision effectiveness for provisions at medium and small ports, to further guarantee the hygiene safety of provisions. Methods Explore a feasible way to consummate existing supervision mode by summarizing and analyzing the current procedure of provisions supervision for international navigation ships. Results Under the unified management of General Administration Quality Supervision Inspection and Quarantine, lots of port inspection and quarantine departments have taken innovative measures in improving the effectiveness of supervision. Conclusion The inspection and quarantine department at medium and small ports could consummate the existing regulatory system by setting normative regulations, supervising the implementation of shipping supply companies and focusing on the critical point of certificate system, so that the effectiveness of provision supervision for international navigation ships at ports can improve.
