论新时期我国《农产品质量安全法》的完善——以农业供给侧改革为视角 被引量:1

On the Improvement of China's Agricultural Products Quality and Safety Law in the New Period——From the Perspective of Agricultural Supply-Side Reform

摘要 近年来,我国农产品质量安全事件时有发生,供给隐患日渐突出,备受公众关注。我国城乡消费结构升级和农产品伤害危机频发的矛盾,究其根源反映出我国农产品质量安全的法律规范、执法监管体制以及法律责任制度方面存在欠缺。基于我国新时期农产品质量安全现状的分析,参考新《食品安全法》的理念,从供给侧改革的视角,探讨如何完善我国农产品质量安全法律制度,以保障有效供给。 In recent years,the incidents of China's agricultural products quality and safety have occurred,and has attracted many attention of the public. The contradiction between China's urban and rural consumption structure upgrading and frequent occurrence of agricultural products crisis,reflects the lack of legal norms,law enforcement supervision and legal responsibility system of China's agricultural products quality and safety. Based on the analysis of the present status of the quality and safety of agricultural products in the new period and refer to the new concept of " food safety law",we discuss how to perfect the legal system of China's agricultural products quality and safetyfrom the perspective of supply side reform,in order to ensure the effective supply.
