In this paper, the theory of "cultural symbolic community" is proposed and elaborated, and the prerequisites for the survival and development of the "cultural symbolic community" of new Chinese immigrants are analyzed. The study argues that the cultural symbolic community, as an attribution space, meets the appeals of the new Chinese immigrants in the new situations for maintaining national characters and inheriting root culture under the impact of mainstream social culture. As a social security system, it caters to different new immigrants' needs for adaptation and development at different levels. In addition, this research bypasses various obstacles in the construction of ethnic enclave communities. Through cultural regeneration and dissemination of decentralized ethnic detention points, it expands channels for the Japanese people to understand Chinese culture, fosters the possibilities of positive interactions between new immigrants and the Japanese society, and stimulates heterogeneous convergence and symbiosis of Japanese urban culture.
