基于生态文明视角的北京平原造林工程绩效评价

Performance Evaluation of Afforestation Project in Plain Areas of Beijing Based on Ecological Civilization

立足生态文明视野,构建北京市平原造林工程绩效评价指标体系,利用专家打分法进行指标权重赋值,采用模糊综合评价法进行综合绩效评估。对北京市平原造林工程绩效评价分为环境贡献、经济贡献和社会贡献3个一级指标,资源环境变化和生态服务功能等8个二级指标共34个评价指标内容;平原造林工程绩效得分为75.76,达到良好的评估等级。虽然工程总体绩效水平良好,但是在生态景观特色、退耕农户社会保障和生态意识提升等方面仍存在不足,是后期养护和其他后续平原造林项目需要重点关注和解决的环节。

Based on the view of ecological civilization, this paper constructed the performance evaluation index sys- tem of afforestation project in the plain areas of Beijing by using the expert scoring method to carry out the index weight assignment, adopting the fuzzy comprehensive evaluation method to carry out the comprehensive perfor- mance evaluation of the project.The results showed that the performance evaluation of the project could be divided into three levels： environmental contribution, economic contribution and social contribution. Resources and envi- ronmental changes, ecological services and other six secondary indicators of a total 34 evaluation indicators. The score of afforestation project performance reached 75.76, achieved a good assessment level. Although the overall per- formance of the project was good, there were still some shortcomings in the ecological landscape characteristics, the level of social security and ecological consciousness promotion, these problems should be solved in the late mainte- nance and other follow-up plain afforestation projects.
