英国政府托马斯报告对我国高校捐赠基金管理的启示

摘要 2003年,布里斯托大学埃里克·托马斯教授受英国政府委托,组建特别工作组对英国高等教育捐赠情况进行了全面调查,最终形成了托马斯报告。报告高度聚焦英国高等教育领域教育捐赠问题,内容翔实且针对性强,宏观上明确了英国教育捐赠事业差异化发展模式,微观上所提出的包括配比政策、筹资策略等11条建议更是为政府、大学提供了极具价值的决策参考。当前,我国大学教育基金会事业经过二十余年发展,特别是近十年的爆发式增长,已经形成了自身特点,对所在大学事业发展的作用业已显现,然而,亟待参照英国政府做法,对整体教育捐赠情况进行全面评估,为后续政策提供参考,进而形成符合我国高等教育发展实际的教育基金发展模式,为世界一流大学建设提供战略支持。 In 2003, Professor Eric Thomas commissioned by the British government formed a special working group to make a comprehensive survey of the donation of British higher education. This devel- oped as the Thomas report. The report focuses on the issue of education donation in the field of higher education in the UK. The content of this paper is informative and targeted, which clearly identifies the different development model of education donation in the UK. The 11 proposals, including the matc- hing policy and financial strategies, provide a precious decision-making reference. At present, after more than ten years of development, especially in the past ten years of explosive growth, characteristics of China^s University Education Foundation have been formed. Additionally, its role in the university development has been apparently exposed. However, it is urgent to make a comprehensive evaluation of the overall education donation, and provide a reference for the follow-up policy. This helps to form a development model of education fund, which is in line with China's higher education development and to support the national policy of world-class universities construction.
