摘要
学院学术治理具有基础性和复杂性的特征。对24所本科院校的96个学院的问卷调查表明:我国大学的学院学术治理方式以党政联席会决策为主导,以学术委员会决策为补充;行政力量的主导程度在非研究型大学中更为突出,而学术力量的集体表现在研究型大学中更胜一筹;学院学术委员会的运行规范程度和治理效果有待提升。改进学院学术治理是一项系统工程,关键在于重塑学术治理中的权力格局。
The nature of academic governance in Schools is basic and complex. Based on data gath- ered from 96 Schools at 24 universities, this research shows that the Party-government Joint Committee dominantly controls the school's academic governance of universities in China and shares some power with the academic committee, the degree of dominance of the administrative power at non-research uni- versities is more obvious whereas the collective expression of the academic power at research universi- ties is more outstanding. The findings furthermore suggest that the operation norm and effectiveness of the School academic committees needs to be improved. However, improving the academic governance in Schools is regarded as a systematic project and the key is to reshape its power pattern.
