International Organizations Theory: Reflections and Prospects

国际政治理论致力于解释国家间冲突合作问题的学术任务及其"无政府国际体系-国家理性选择"概念框架,使其无法容纳国际组织进化、分化、自组织等组织特性。曾经寄生在国际政治理论中的国际组织理论需发展自己的概念框架。该理论构建需关注国际组织的本体而非成员国特征,摒弃无政府状态世界观而看到渐进有序的国际社会,将国际秩序视为核心变量并赋予其创设型秩序和自发型秩序双重内涵,并将国际组织机构设置视为对多边利益结构而非对单体国家利益诉求的回应。国际组织决策逻辑不在于国家间政治对其决策的决定性,而在于其程序规则对国家间政治的约束和塑造。

International political theory＇s mission to explain inter-state conflicts and cooperation and its conceptual framework of ＂International Anarchy-Rational Actors＂ arising therefrom cannot accommodate many contemporary features of IOs as organizations （ e. g. , evolution, differentiation and self- organization ）. lOs theory which used to fit under the conceptual framework of international political theory should establish its own conceptual framework. For the purpose there are several caveats ： the central focus of IOs theory should be on the nature of lOs per se rather than that of member states; IOs theory should break away from the anarchistic worldview but catch the vision of an incrementally-ordered international community; International order serves as a key variable and possesses the dual connotation of plan order and spontaneous order; The organizational structures of IOs are responsive to multilateral interest structures among states actors but not the interest demands of any isolated individuals; The logic of IOs＇ performance does not lie in how IOs＇ decision-making is bound by interstate politics, but how IOs＇ procedures, norms and rules shape interstate politics.
