基于企业创新主体视角的徐州知识产权强市建设路径研究

Research on the construction path of Xuzhou's intellectual property strong city based on the perspective of enterprise innovation subject

当前,随着创新驱动战略的深入实施,知识产权日益成为国家、地区发展的战略性资源和核心竞争力。近年来,徐州市企业知识产权工作取得长足进步,但仍存在知识产权多而不优、运用不够充分等问题,尤其是企业创新能力依然薄弱,企业尚未真正成为创新决策、研发投入、科研组织和成果应用的主体。文章从加大技术创新研发投入、拥有或共建企业研发机构、提升技术创新开放合作水平、加强创新型人才队伍建设等4个方面提出了对策建议,以期从企业创新主体的视角对建设徐州知识产权强市提供借鉴。

At present, with the deepening implementation of innovation-driven strategy, intellectual property has become the strategic resource and core competitiveness of national and regional development day by day. In recent years, Xuzhou enterprise intellectual property work has made great progress. However, there are still many problems, such as the lack of intellectual proper^y rights and the inadequate use of intellectual property rights, especially the enterprise innovation capability is still weak, and enterprises have not yet become the main body of innovation decision- making, R＆D investment, scientific research organizations and the application of results. This paper puts forward some countermeasures and suggestions from four aspects： increasing the investment in R＆D of technological innovation, investing in or establishing enterprise R＆D institutions, enhancing the level of cooperation and opening up of technological innovation and strengthening the construction of innovative talents, so as to provide reference for the construction of Xuzhou intellectual property strong city from the perspective of enterprise innovation subject.
