摘要
英国开放大学是世界公认的远程开放大学典范,研究其人力资源管理制度特色对我国开放大学建设具有重要意义。英国开放大学人力资源管理制度特色主要体现在理念价值引领、法制基础保障、管理规范约束和制度环境优化等方面。借鉴英国开放大学经验,结合我国实际,可以在理念价值坚守与创新、法制基础先行、健全管理制度、制度环境营造等方面推进开放大学人力资源管理制度建设。
The British Open University is recognized as a model of Open University in the world. It is of great significance to study the characteristics of its human resource management system. The characteristics of human resource management system of Open University in Britain can be described as follows: concept value guidance, legal basis guarantee, management norm constraint, institutional environment optimization, etc. Draw lessons from the Open University, combining the reality of the Open University of China, China's Open University can adhere to innovation in the concept of value, legal basis in the first, perfect management system, the institutional environment to build progressive construction of human resource management system.
