摘要 目的 :了解2014—2015年上海市社区卫生服务机构人力资源的配置现状和发展变化情况,发现其中存在的问题,并提出政策建议。方法 :通过提取上海市2次社区卫生服务综合评价的数据,抽取全市240家社区卫生服务中心的卫生技术人员数量、职称和学历构成数据,进行描述性分析。结果 :全市层面人员数量均有一定增长,其中增幅最大的为全科医师,增长了18.83%,但是中医医师人数有所下降。中高级职称和大学本科及以上学历的占比均有所提高,但仍有较大提升空间。各个区(县)人力资源发展不平衡,总体来看中心城区发展情况好于郊区。结论 :上海市社区卫生服务机构人力资源有了一定发展,无论是人员数量还是人员素质均有了较大提升,但是仍不能满足社区居民的需求。卫生技术人员的学历和职称构成不合理,需采取综合性措施,包括加强人才引进力度、鼓励人才继续教育等,以优化上海市社区卫生服务机构的人力资源配置。 Objective: To understand the status and development of human resources in community health service centers in Shanghai from 2014-2015, find out problems, and put forward policy suggestions. Methods: Based on the data of the comprehensive evaluation of community health service in Shanghai, the quantity, structure, professional title and educational background of health professionals in 240 community health service centers were extracted, and a descriptive analysis was conducted. Results: The number of health professionals at the city level increased, particularly the number of general practitioners showed the largest increase by 18.83%. The amount of Chinese medicine staff declined. The proportion of intermediate and senior professional titles increased, as well as the proportion of educational background of bachelor degree and above. However, the structure could be further improved. There was a regional difference in the development of human resources. Overall, the situation in central districts was better than that in suburbs. Conclusion : The human resources in Shanghai community health service centers have been well developed in terms of both the quantity and quality. However, it still could not meet the needs of community residents. The structure of professional title and educational background of health professionals is not reasonable. It is suggested to take comprehensive measures to optimize the human resource allocations in community health service centers, including the strengthening of talent introduction and the encouragement of continuing education.
