应急资源协同对联动信息系统构建的影响机理——基于IS成功模型的分析

The Effect of Emergency Resource Collaboration Requirement on Unified Information System Construction

政府部门之间的灾害情报和应急资源能否联动共享,极大影响政府应急治理的协同效率。根据DeLone和McLean(1992)提出的信息系统成功模型的基本框架,研究应急资源协同对于跨部门应急信息系统构建的影响。传统的IS成功模型是建立在企业信息系统基础上的,在理论上未必适用于政府信息系统的建构阐释。将政府部门之间的资源协同需求作为重要变量引入进来,以IS成功模型为理论基石和桥梁,综合考虑应急联动系统建设的动因、过程和结果3个层次,揭示应急资源协同需求对联动信息系统成功的因果机理。研究结果为应急联动信息系统建设提供理论解释体系和实践路径方案。

Based on the basic framework of information system success model,which was proposed by DeLone and McLean in 1992,this article incorporated emergency resource collaboration as an important variable as studying the information system construction across different organizations.The antecedent,process and outcome of the unified information system construction has been systematically considered by employing IS success model.The survey result explored the effects of emergency resource collaboration on the foundation as building the unified information system.Our findings enrich the theory of information system success model,as well as detects the mechanism of emergency resource requirement on collaborative information system,from both theoretical and practical point of views.
