摘要
文章综合考虑区域基础设施支撑能力的内涵及实际情况,构建了内蒙古地区基础设施支撑能力水平评价框架,运用多源数据融合原理与空间分析技术,揭示了快速城镇化、工业化背景下内蒙古基础设施支撑能力空间分布特征;同时,根据区域生态系统脆弱性和区域基础设施支撑能力水平空间耦合特征,探究区域发展权衡的相关问题。研究表明:(1)内蒙古地区基础设施支撑能力具有明显的空间差异性,主要集中在蒙中地区,并呈现出由蒙中地区逐渐向两边和北部偏远地区依次递减的趋势;主要交通线路沿线、城镇密集区、河谷和交通交汇区具有较好的基础设施支撑能力。(2)内蒙古地区基础设施支撑能力的等级—规模结构呈现相对均衡分布的特征,垄断性较弱。(3)内蒙古各地区各类基础设施支撑能力水平有明显的空间相关性,相对高值区在地理空间上趋于集聚分布。(4)结合区域生态基底状态,各生态风险和支撑能力空间耦合类型分布从西到东呈现高风险—低支撑→高风险—高支撑→低风险—高支撑→低风险—低支撑过渡分布格局。为实现区域发展的空间均衡,内蒙古地区应扬长避短,合理化发展路径,缩小不同组合类型区之间的差距;合理引导居民和城市布局,优化空间结构,因地制宜且科学合理地提出区域建设开发策略。
This research considers about the basic definition of regional infrastructure supporting capability and the current situation of research regions. Besides, it constructs an evaluation framework of the level of infrastructure supporting capability in Inner Mongolia, with the help ofArcGIS, a technology for spatial analysis. Some data, including transportation, water and energy, are employed to estimate the level index of infrastructure supporting capability. Based on the above information, the author analyzes the features of spatial distribution from the level of grid and administrative unit. Furthermore, some corresponding problems of regional development trade-offs are analyzed in accordance with the ecosystem vulnerability and the combination of levels of infrastructure supporting capability. The research results show that: 1)the infrastructure supporting capability of Inner Mongolia displays significant spatial differences, mainly in the middle part of regions. At the same time, a successively decreasing trend is generally presented, from the middle part to the sides and northern remote areas. In fact, the infrastructure supporting capability of the following regions is good, namely, main traffic route, dense urban areas, traffic junctions and valley. 2)The level of ability- scale structure of infrastructure supporting capability in Inner Mongolia presents a feature that the distribution is relatively balanced and the monopoly is weak. 3)All kinds of level index of infrastructure supporting capability in Inner Mongolia are greater than zero, which shows a distinct spatial correlation. Meanwhile, the geographical space in relatively high value tends togather together. 4) Combining with the ecological status in Inner Mongolia, a transitive pattern of spatial distribution develops, in accordance with various ecological risks and combinations of supporting capability, from the west to the east, showing "high risk-low support"→ "high risk-high support" → "low risk-high support" →"low risk-low support". In order to achieve the spatial balance in the regional development, the region should enhance advantages and avoid disadvantages, choose a right path of development and narrow the gap among the combinations of different regions. Therefore, the level of infrastructure supporting capability and the condition of ecological status should be depended in the process of regional urbanization and industrialization. At the same time, the region shall optimize the spatial structure in urban layout. Furthermore, a regional construction and development strategy, which adjusts measures to local conditions, shall be put forward and provide scientific guidance for development trade-offs in rich resources and sensitive ecological areas.
