Suggestions on Project Evaluation of Voluntary National Standards

立项评估是标准全过程管理的前提和基础,属于事前评估的范畴。通过立项评估,可以从源头上确保标准质量,在提高标准的科学性、系统性、协调性方面具有重要作用和意义。本文对国家标准立项评估管理办法实施一年多以来,实际工作中出现的问题进行了分析,并提出了解决的意见与建议。

Project evaluation is the premise and foundation of whole process management of standard, which belongs to the category of prior evaluation. The project evaluation can ensure the standard quality from the very beginning, and plays an important role and is of significance in improving the scientific, systematic and coordinated standards. This paper analyzes the problems in the actual work over the last year since the implementation of the management measures of national standards project evaluation, and puts forward some suggestions.
