摘要
英国新建核电厂(Nuclear New Build,简称NNB)拟采用的候选堆型在建造前通常要求对其从核安全和核安保两个方面进行审查,即所谓的"通用设计审查(Generic Design Assessment,简称GDA)"。本文对英国核安全监管体系下新建核电厂取证过程进行了分析研究,包括:英国主要核安全监管部门、监管范围和流程、通用设计审查及其在英国新建核电厂审批过程中的地位等,重点就审查依据、审查流程、送审文件准备等进行介绍和分析。文章最后还总结了执行通用设计审查将面临的主要风险和挑战,为我国核电企业开展通用设计审查给出了具体建议。
Candidate Designs for UK Nuclear New Build( NNB) normally should go through Generic Design Assessment( GDA) process in order to get design approval in terms of nuclear safety and security.This paper introduces the UK nuclear regulatory system,including regulatory departments,regulatory scope and licensing procedure,GDA and its role in UK regulatory regime,etc. After that,the paper focuses on the regulatory bases of GDA,typical four steps,development of submissions. The critical risk and obstacles that w ill encounter w hen a NNB design is going through a GDA process are summarized at the end of this paper.
