黑龙江将军那启泰降革案探析

Analysis on the Demotion and Discharge of Heilongjiang General Naqitai

那启泰分别在嘉庆三年(1798)到嘉庆五年(1800)、嘉庆六年(1801)到嘉庆八年(1803)两次出任黑龙江将军,但一次被降调,一次被革职。虽然这两个案件事由不尽相同,但实际上却存在一定联系,那启泰几乎两次都受到了下属官员的挟制,第一次嘉庆帝只是处罚了涉事双方,但第二次在意识到事情的严重性后,嘉庆帝在处罚官员的同时,还专门对此进行调整,以杜绝类似情况的发生。

Naqitai served as Heilongjiang General twice respectively from the 3rd year of Jiaqing（1798）to the 5th year of Jiaqing（1800）, from the 6th year of Jiaqing（1801）to the 8th year of Jiaqing（1803）. But he got demotion for once and was once dismissed. Although these two cases are not the same, in fact there is a connection. Naqitai almost were held hostage by the subordinate officers twice. For the first time, Jiaqing Emperor just punished the involved parties, but in the second time, awaring of the seriousness of the matter, Jiaqing Emperor not only punished the officials, but also devoted to make the adjustment, to prevent the happening of the similar situation.
