旅游产业与生态文明城市发展协调关系的定量研究——以敦煌市为例

A quantitative study on the coordinative relationship between tourism and development of eco-civilized city in Dunhuang

生态文明城市以人与自然的和谐发展为宗旨,以集约利用资源,保护环境为目标,旅游作为城市转型和升级的新型产业,与城市在社会、经济、环境、文化等方面均有不同程度的协调关系,对两者之间的耦合关系及作用机制进行研究具有重要的理论和现实意义。本文运用耦合协调模型,分别构建了旅游产业与生态文明城市系统的评价指标体系,对敦煌市2003—2012年间敦煌市旅游与生态文明城市系统的协调发展水平进行了实证分析。结果表明:(1)敦煌市旅游产业和生态文明城市的综合发展水平在研究期间稳步提高;(2)两个系统之间的耦合协调关系越来越好,在2012年达到初步协调阶段,但改善程度并未呈现持续增长的态势;(3)两者之间的耦合协调度在2010年之前基本上呈现旅游滞后和生态文明城市建设滞后交替演化的态势,2010年以后,整体上呈现旅游产业引领生态文明城市建设。说明旅游产业对生态文明城市的引领作用存在较大的波动性,生态文明城市的发展水平还不能较好的支撑旅游产业的发展。

Ecological civilization city has the purpose of the harmonious development between human and nature, and the goal of using resources intensively and protecting the environment, while the tourism as the new industry for city＇s transformation and upgrading, has the different degrees of coordination with the city＇s social, economic, environmental, cultural and other aspects; it is important theoretical and realistic significance to research on the coupling relationship and influencing mechanism between the two system. The article respectively constructs the coordination evaluation index system of tourist industry and ecological civilization city, using the coupling coordination model, analyzing the coordination development level between the tourism and ecological civilization city during 2003-2012 in Dunhuang. The results show are as follows.（1）The comprehensive index of tourist industry and ecological civilization city in Dunhuang basically presented steady rising trend during the period;（2）the coupling coordination for two system was getting better, and eventually reaching the preliminary coordination stage in 2012, while the improvement degree showed non-sustainable growth;（3）the coupling coordination degree of the two system in Dunhuang was basically characterized by alternate evolution of tourism development lagging and ecological civilization city lagging before 2010. It illustrates that the leading role of tourism industry has the fluctuation, and the ecological civilization development of the city level is not very good to satisfy the development of tourism.
