“一带一路”研究的脉络梳理与趋势展望

近四年来,"一带一路"已迅速成为学术界研究的热点,各地区、各学科都围绕"一带一路"从多个角度、多个层次进行了研究,形成了一大批论域广泛、主题鲜明、视角多元、方法多样的研究成果。同时,学界对于"一带一路"是否具有公共物品属性、是否是中国崛起的"大战略"、是否涉及新的国家制度构建、是否是中国版"马歇尔计划"等焦点问题展开了广泛争论,这种争论并未影响"一带一路"研究的多方面进展,而是有助于更好地厘清"一带一路"的研究脉络,也有助于深化"一带一路"的理论研究。未来学界应聚焦于"一带一路"建设与国内体制改革如何协调,强化"一带一路"的基础性、微观性、前瞻性研究,立足于构建"一带一路"战略的学术话语体系,并对建构全球治理的"新世界主义范式"进行集中探讨,为国家"一带一路"战略的深层次推进提供理论指导。

In the past four years, with the development of the Belt and Road Initiatives, it has rapidly become the hot spot of academic research. There are researches of the Belt and Road Initiatives from several angles and levels in each regions and different disciplines. Many research results with wide universe, distinct themes, multiple angles and methods. Meanwhile, much academic controversy has been evoked in some focus problems, such as whether the Belt and Road Initiatives belongs to public goods, whether it is the grand strategy of the rise of China, whether it refers to the construction of the state system, and whether it is China's version of the Marshall Plan, etc. All these controversies haven't influenced research progress of the Belt and Road Initiatives. On the contrary, they are helpful to positively affect research ideas and deepen the theoretical research of the Belt and Road Initiatives. In the future, the following points are to be focused on: the coordination between the Belt and Road strategy and internal system reform; how to reinforce the fundamental microcosmic and prospective study of the Belt and Road Initiatives. Then based on the construction of the strategy's academic discourse system and the discussion of 'new cosmopolitanism' in worldwide governance, the Belt and Road strategy can be provided theoretically guidance to advance to deeper level.
