In Song Dynasty, there were two counties named Huating and Jiading in Shanghai, and in early Yuan Dy- nasty, Shanghai County was established whose economy developed fast. The continuous perfection of administration in this area led to the development of transportation. The land and water transportation in Shanghai was convenient as the transportation facilities were fully equipped. Land routes were available from Huating and Jiangding to almost all neigh- boring prefectures and counties. Road rehabilitation and bridge construction made land routes accessible, convenient, and as far as possible on a straight stretch. Water courses extended to all directions. The production and living materials for the government and the people were mostly transported by water. Huating and Jiading had a complete set of inn system. There were post roads leading to prefectures and counties, with inns along the road. To early Yuan Dynasty, the inn sys- tem became more complete. Inns for both water and land transportation were set in Songjiang, and the delivery stations were connected to Jiaxing in many directions. Qinglong Town in Huating and Shanghai County were important harbors for sea transportation. The maritime shipping routes from Shanghai could successfully reach the northern areas. In Yuan dy nasty grains were transported from the south to the north, and Shanghai area became the important offshore hub from the south to the north.
