实践证明,粗放式开发与经营管理已经不适应当前旅游业发展的要求,旅游产业要想实现转型升级,就必须实行标准化管理。在开封市创建全国旅游标准化示范城市的过程中,人力资源短缺的问题较为突出,它直接影响创建工作。创建全国旅游标准化示范城市,提升旅游资源开发水平和旅游服务质量,迎接激烈的市场竞争的挑战,关键是解决人力资源问题。旅游企业要建立现代企业制度,完善绩效考核机制,稳定从业人员队伍,同时加强校企合作,培养和引进高素质人才。总之,拥有充足的人力资源才能实现开封市旅游业的可持续发展。
