The Present Situation and Countermeasures of Government Data Opening in Our Country

文章在借鉴发达国家政府开放数据实践经验的基础上,阐述了政府开放数据的具体概念,进而分析了我国政府开放数据现实情况,从中发现严重制约我国政府开放数据发展的诸如法律法规、数据资源整合、社会参与、政府管理机制等一系列问题,并针对问题提出了解决的策略。

Based on the practical experience of government data opening in development countries, this article expounds the con- crete concept of government data opening, and then analyzes the reality of govermnent data opening in our country. We find a series of problems which seriously restrict our government data opening development, such as laws and regulations, data resources inte- gration, social participation, as well as government management mechanism, and then we put forward countermeasures to the prob- lem. We hope to help solve the dilemma faced by our government while opening its data.
