基于用户视域的政府数据需求与利用行为研究

Research on User Demand and Utilization Behavior of Governmental Data

随着大数据时代的到来,政府已积累了大量与公众息息相关的生产生活数据。政府向公众开放其所拥有的数据,已成为政府在大数据时代面临的新挑战。文章在分析国内外相关政府数据开放研究的基础上,利用问卷调查法着重对用户政府数据需求特征以及利用行为进行了调查及分析,并从相关立法、特色数据库建设及管理制度三个方面为促进政府数据开放提供了参考意见。

With the arrival of Big Data era, the government has accumulated a large number of production and living data closely related to the public. To open its data to the public has become a new challenge for the government in Big Data era. This article fo- cuses on the characteristics of users＇ demand for government data and the characteristics of their utilization, and provides refer- ence for promoting the opening of government data from three aspects of relevant legislation, characteristic database construction and management system.
