地方政府社会矛盾治理能力与绩效的实证研究——以重庆市为例

An Empirical Study of the Relationship Between Social Conflict Capacity and Performance of Local Governance --The Chongqing Example

我国处于社会转型期,社会矛盾增多、复杂性增强,政府治理压力不断加大。地方政府充当处理社会矛盾的协调者和关键角色,其社会矛盾治理绩效如何？哪些政府能力制约地方政府社会治理绩效的提高？本文在相关文献的基础上,建立分析框架,采用问卷调查、深度访谈等方法收集重庆市10余个区县1172份公众问卷数据,对以上问题进行研究。研究结果表明,善后维稳能力对于社会矛盾治理绩效产生显著作用最大,社会参与治理能力次之,舆情引导能力与应急处理能力同样具有显著影响。因此,地方政府在社会矛盾治理过程中,应高度重视善后维稳能力与社会参与治理能力,同时提高舆情引导能力和应急处理能力。

China is now undergoing a period of social transformation, and social conflicts are both increasing and becoming more complex, thus presenting a serious challenge for local governance. The local government, as coordinator, plays an important role in dealing with social conflicts. What is the performance of local governments in dealing with social conflicts？ What factors influence the performance of local governance？ Based on a literature review and a case study, this article builds an analytical framework and studies the above questions after collecting 1 172 questionnaires and conducting interviews in more than 10 districts and counties in Chongqing. The results show that the capacity for maintaining stability in the aftermath of social conflicts has the greatest influence on government performance; this is followed by the capacity to facilitate citizen participation in local governance~ then followed by the capacity to guide public opinion and the capacity for emergency management. Therefore, local governments should pay more attention to the capacity for maintaining stability in the aftermath of social conflicts and the capacity for facilitating citizen participation in local governance. Meanwhile, they should also improve the capacity for guiding public opinion and the capacity for emergency management in dealing with social conflicts.
