高校政府采购进口产品申报工作探究

Exploration on declaration work for imported products by university government procurement

分析了一事一议进口论证报批制、集中论证进口产品清单备案制以及科研仪器设备进口备案制3种政府采购进口产品申报模式,并就当前政策下高校政府采购进口产品申报工作提出了4方面的建议,即强化进口产品申报法律和政策意识,准确理解政府采购进口产品定义,建立进口产品采购管理办法和内控制度,规范执行政府采购进口产品申报流程。

The three declaration modes for imported products by government procurement such as the one-case one-import approval system,the list filing system for the centralized approval of imported products and the filing system for the import of research instruments and equipment are analyzed.The four suggestions for the declaration work for imported products by government procurement are put forward in the current policy situation,which includes enhancing the law and policy awareness of the declaration for imported products,accurately understanding the definition of the imported products by government procurement,establishing the procurement management methods and the internal control system for imported products,and standardizing the implementation of the declaration process of imported products by government procurement.
