从功能城市到文化城市:“欧洲文化之都”公共文化建设研究

From Functional City to Cultural City:A Study on the Construction of Public Culture of European Capitals of Culture

随着"文化之都"评选机制在国际上兴起以及诸多城市从"功能城市"向"文化城市"转型发展的背景下,"欧洲文化之都"的理念、目标和经验逐步显现,尤其是"欧洲文化之都"建设对城市公共文化服务的积极推动更具有广泛的借鉴意义。"欧洲文化之都"建设与城市公共文化服务之间呈现出良性互动关系:在满足市民基本的和多样化的文化需求方面相互契合,在扩大全社会文化参与、发展民众文化能力方面相互一致,在文化基础设施建设和文化服务供给改善方面相互带动,在扩大区域间、国际间文化交流融合方面相互协同。

As the selection of ＂Cultural City＂ is arising internationally and the general background is changing from ＂functional city＂ to ＂cultural city＂, the concept and goal are gradually emerging during the construction of public cultural system. The title of European Capitals of Culture has become a good opportunity for the elected cities to foster and facilitate the development of public cultural service system. The dynamic interaction shows as following, to match mutually in terms of meeting the basic and diverse cultural needs of the citizens; to be consistent with each other in terms of enlarging cultural participation and safeguarding citizens＇ rights and interests of culture; to improve mutual drive on the service supply of the cultural infrastructure and services.
