西南贫困山区扶贫保障的山地灾害风险防控

Mountain Disaster Risk Prevention and Control of Poverty Alleviation Guarantee in Poor Mountainous Areas of Southwest China

发展以最大程度消除灾害风险为前提的山地灾害风险防控扶贫模式,对全面实现西南山区精准扶贫战略目标意义重大。本文在分析山地灾害对精准扶贫的影响及面临的主要问题的基础上,提出构建山地灾害风险防控与扶贫保障体系的主要措施,包括统筹山地灾害风险管理与扶贫开发规划、科学开展山地灾害风险评估、采取多种手段加强山地灾害综合治理、构建山地灾害风险防控监测预警机制、全面推动贫困人口防灾减灾。

The development of mountain disaster risk control and poverty alleviation mode based on the premise of maximum elimination of disaster risk is of great significance for the comprehensive implementation of the strategic goal of poverty alleviation in Southwest China. Based on the analysis on the influence of the precise poverty mountain disasters and major problems on put forward the main measures for constructing mountain disaster risk prevention and alleviation of security system, including the overall disaster risk management and poverty alleviation and development planning, scientific disaster risk assessment, taking various measures to strengthen the comprehensive management of mountain disasters, construction of mountain disaster risk the prevention and control of the monitoring and warning mechanism, promoting the comprehensive disaster prevention and mitigation of poverty population.
